V2.4.5:
- four Japan upstreams feed one candidate pool
- adds expanded JP-IPTV and a recently health-checked Japan playlist
- up to 6 candidates retained per channel
- successful candidate wins immediately; failed route can fail over
- a channel gets a HARD strike only when all checked candidates fail HARD
- wrapper-style naori/arva failures are treated as SOFT
- 10 core channels checked every round; 10 more rotate across the catalog
- VERIFIED / SUSPECT stay published; 3 consecutive HARD rounds => DEAD
- last-known-good route retained while SUSPECT
- no global crawling
- no login/DRM/token/paywall bypass

Principle:
Upstreams decide what exists. Candidate health decides which route gets published.
